Allison Kelly has spent over two decades proving that financial systems don’t have to be engines of inequality — they can be the tools that dismantle it. A seasoned finance and investment professional, Allison has 25 years of experience working in, leading, and growing community development financial institutions (CDFIs). Since 2019, she has served as CEO of ICA Fund, an Oakland-based nonprofit impact investor and certified CDFI dedicated to strengthening local economies by catalyzing value in local markets. Under her leadership, ICA has more than tripled its net assets, revenue, and investments.
Prior to joining ICA Fund, Allison held leadership positions across both the for-profit and nonprofit sectors, including roles at CDC Small Business Finance (now Momentus Capital) and Pacific Community Ventures. She holds an MBA from the Thunderbird School of Global Management, and currently serves on the boards of Mal Warwick Donordigital and the CDFI Coalition.
